Employment History

E-Squared Engineering Sept. 1998 - Present 

As President and Founder of E-Squared Engineering, Mr. Easley provides education and training expertise, planning and research expertise, evaluation and assessment expertise, as well as project management and expert ITS advice. These services are provided to E-Squared Engineering clients including the Institute of Transportation Engineers, ITS America, the International Parking Institute, DENSO International America, Inc., Chase Manhattan Bank, U.S. DOT Federal Transit Administration and Federal Highway Administration, the Volpe National Transportation Systems Center, the Intermodal Association of North America, the Investor Responsibility Research Center, various state Departments of Transportation, and NACHA (The Electronic Payments Association). 

Castle Rock Consultants Nov. 1996 - Sept. 1998 

As Vice President and Director of Intermodal Transportation Systems, Mr. Easley provided leadership and direction to Castle Rock in the CVO and intermodal freight business areas. Mr. Easley served as program manager for the I-95 Corridor Coalition CVO Program, CRC Project Manager for the National Governors' Association ITS study on ITS CVO Costs and Benefits from the States' perspective and led several state and regional, federally funded, evaluation efforts. 

Intelligent Transportation Society of America June 1994 - May 1997 

As Senior Staff Engineer and Interim Director, ITS System Development and Deployment Department, Mr. Easley provided coordination, planning and functional support in the areas of Advanced Traffic Mgmt. Systems, CVO, Advanced Public Transportation Systems, Travel Demand Management, Intermodalism (passenger and freight), research projects, ITS outreach initiatives, etc.

Center for Transportation Research UT at Austin Aug. 1992 - June 1994 

As an Advanced Institute Fellow of Transportation Infrastructure Engineering and Management, Mr. Easley conducted IVHS CVO technology needs analysis at the Port of Houston's intermodal container terminal (this work was subsequently published). Work was originally conducted in concert with Texas DOT's Houston AVI project.

Intelligent Vehicle Highway Society of America May 1993 - Aug. 1993 

As the Society's first University/Industry Research Associate, Mr. Easley performed case study analysis on feasibility of IVHS CVO technology as it would apply at marine container terminals in the New York, Baltimore, New Orleans, Houston, San Francisco, and Oakland areas. 

EXXON Company, USA May 1991 - Aug. 1991 

As an EXXON Engineering Intern, Mr. Easley developed a company-wide vendor and supplier certification plan based on the vendors' and suppliers' quality management processes. This plan was developed to ensure quality construction of EXXON service stations nationwide. 

Texas Department of Transportation Dec. 1987 - May 1991 

As an Engineering Technician III, Mr. Easley worked with Bridge Inspection Inventory and Appraisal Program (BRINSAP), Pavement Evaluation System (PES), and Highway Performance Monitoring System (HPMS). Managed engineering consultant contracts, monitored their work, administered periodic payments, and gave final evaluations of consultants' performance.

City of Austin Dept. Of Public Works May 1985 - Dec. 1987

In the position of Construction Inspector, Mr. Easley directed quality control effort for streets, drainage, water and wastewater improvements for numerous multi-million dollar developments in Northwest Austin. This included working with county commissioners, developers, consultants, contractors, city legal staff, financial institutions, etc.

Trinity Engineering Testing Corporation Aug. 1984 - May 1985

In the position of Materials Testing Technician, Mr. Easley performed soils, aggregates, Portland cement concrete, and hot mix asphalt concrete tests in the laboratory, conducted field tests, and collected samples throughout the Waco, Texas area.

Work Experience

Mr. Easley has 20+ years experience in Civil Engineering in the areas of construction, materials testing, design, planning, feasibility studies, and is taking a leading role in the planning and deployment of Intelligent Transportation Systems (ITS) technology on a national scale. This expertise comes from his project management experience on projects that are both local and national in scope as well as active committee and industry involvement working on local, regional, and national transportation challenges. His Program/Project Management experience includes serving as Program Manager of the I-95 Corridor Coalition CVO Program, a 12 state, multiple agency (and private sector), $4.5M ITS effort.  Mr. Easley also served as the National Evaluation Coordinator for the CVISN Prototype States of Maryland and Virginia.  In addition, Mr. Easley played a leading role in the development of the SAFER (Safety and Fitness Electronic Records) evaluation plan. 

 In addition to Mr. Easley's membership on the ITS America CVO Steering Committee, Mr. Easley is the immediate past Chairman of the ITS America Commercial Vehicle Operations (CVO) Architecture and Standards Subcommittee overseeing the work of several Working Groups in the areas of: Electronic Data Interchange (EDI), Dedicated Short Range Communications (DSRC), Electronic Payment Systems, CVO Architecture Tracking, and International CVO Border Crossing.  Mr. Easley also serves as the Chairman of the ITS America Intermodal Task Force and the Chairman of the Institute of Transportation Engineers (ITE) Goods Movement Council.  Mr. Easley was also an active member on the Coordinating Councils of both the ITS America and ITE organizations.

Mr. Easley served as a member of the FHWA Innovative Brake Testing Technologies Technical Working Group, the FHWA ITS CVO Focus Group panel, the FHWA Smart Cards in Commercial Vehicle Operations Working Group, the ITS America DSRC Special Interest Group, and the ITS America Electronic Commerce Blue Ribbon Panel. 

As President of E-Squared Engineering, Mr. Easley develops and teaches training courses for transportation professionals (including "ITS Standards Training Overview", "Intermodal Freight and ITS" and "Electronic Payment Systems for Transportation"). Mr. Easley's previous position included providing direction and guidance to Castle Rock Consultants on all Intermodal and CVO activities. Mr. Easley was responsible for the hiring and training of the Northeast Corridor's ITS CVO Mainstreaming Champions.   In addition, his responsibilities included providing oversight and review (as needed) of the Wyoming and Arizona ITS CVO Business Plans as well as participating in the development of various other states' planning processes.

Mr. Easley's accomplishments in the CVO arena include participation in the development of the ITS CVO Guiding Principles against which the federal government will measure its federally-funded ITS CVO initiatives.  Mr. Easley conducted the ITS Intermodal Freight Mini-Summit in Orlando from which ITS America began the groundwork for its freight technology initiatives. He also brought together representation from HELP, Inc., Advantage I-75, Oregon Greenlight, the Idaho, Oregon, Utah alliance (IOU), I-95 Corridor Coalition, and Johns Hopkins Applied Physics Lab and created an ITS CVO Preclearance Matrix document stating the requirements to participate in each clearance program.  In addition to the above, Mr. Easley has worked closely with the American Trucking Associations (ATA) TMC, is a member of the Commercial Vehicle Safety Alliance ITS CVO Committee, is a past member of the SAE ITS CVO Committee, and the IEEE Standards Working Group in the area of transponder standardization.  Mr. Easley co-authored and shepherded the ITS America CVO DSRC Users Requirements Document, was a member of the National Governors' Association (NGA) "Budgetary Implications of ITS/CVO For State Agencies" Study Technical Advisory Group, served in an advisory capacity to the ATA Foundation's ITS CVO Benefit/Cost Study from the carrier's perspective, and contributed to the development of the national ITS America Intermodal Freight program.
